In 2012, a strain of a biological weapon escaped from a top secret laboratory. This weapon, loosely called the Perago Strain was highly contagious and yielded interesting and random results in it's victims. Within two weeks of it's escaping the lab in Danford, three-quarters of the world was infected by it. The results were random, and they were disturbing. Most died from it as it destroyed their immune system. Some proved immune to its affects and continued on as if nothing had happened. Those that contracted it and survived it, however, had some interesting changes. Some were affected physically, growing extra limbs, or shifting into animals. Others developed strange powers from the virus, becoming invisible or lifting cars by the dozen.
Three years after the disaster and the world is starting to go back to normal, or as normal as it could be given the circumstances. Not everyone is pleased about the changes wrought, of course. The Wild Cards, as those affected by the Perago Strain are called, have been vanishing mysteriously, and those that are still around have taken to hiding their gifts if all possible and are constantly looking over their shoulders because no one is going to stand up for them. Things are uneasy and tension has only risen with talks of a Wild Card Registration and Detainment Act that is in the works that will allow the government to detain wild cards deemed unstable or too powerful to be allowed out and about.
The fact that recently they and the Scientific Institute for Human Resources have been hashing out an agreement for the aforementioned detainees hasn't made the Wild Cards any happier about this ordeal. Some Wild Cards have already gone to ground for various reasons in the hopes of avoiding this mess. What most don't know is that the government has been preparing for the eventuality of hunting down fugitives in the form of Enforcers - Wild Cards who are paid to track down and capture rogue Wild Cards.
